Chandigarh RTS Commission Meeting Held to Review Progress and Create Action Plan on Improving Services under Right to Service (RTS) Act in UT Chandigarh

Today a meeting was held at Sector-9 U.T. Chandigarh Secretariat to review the progress of services provided under the Right to Service (RTS) Act and discuss the way forward in UT Chandigarh. The meeting was co-chaired by Dr. Mahavir Singh, Chief Commissioner, Chandigarh Right To Service (RTS) Commission, and Sh. Rajeev Verma, Chief Secretary, U.T., Chandigarh Administration. The meeting was attended by the Administrative Secretaries and Heads of the Departments/Boards/Corporations of UT Chandigarh Administration. 
 
The Chief Commissioner, Chandigarh RTS Commission gave a brief presentation regarding the background of RTS in India and in U.T., Chandigarh. He said that apart from 7 States, Chandigarh is the only Union Territory where RTS Commission has been established and 441 public services of 31 departments have been notified under the Chandigarh RTS Act till now. He said that the basic objective of RTS is to to provide time bound delivery of services to the people and ultimately improving the ‘Ease Of Living’ of citizens, especially the poor and the middle class. 
 
Dr. Mahavir Singh outlined the duties of designated officers and the administrative departments. The Administrative Departments shall identify the services to be added/modified under the purview of the Right to Service Act. They shall monitor and track the status of service delivery to ensure time bound delivery of service to the applicant to their satisfaction and get the feedback of the services provided. Other issues with regard to notifying new services, de-notification of services and modification in services already notified were also discussed in detail.
 
During the meeting, ‘End to End digitization’ of services was stressed upon, wherein, all e-services provided by different Departments may be brought under RTS Act. To improve the implementation of RTS Act, it was stressed to introduce Auto Appeal System (AAS) in UT, Chandigarh. E-services portal, service plus portal, e-Sampark portal and any other such portal may be integrated and brought under ‘single unified platform’. Regarding End to End digitisation and AAS system, the State Information Officer, NIC was directed to develop single unified online platform in a time bound manner. 
Sh. Ramesh Gupta, State Information Officer (SIO), NIC Chandigarh apprised about the current status of services digitalized in Chandigarh and also discussed the action plan for digitalization of remaining services.  
 
Sh. Rajeev Verma, Chief Secretary, U.T., Chandigarh directed all the departments to complete the remaining process of digitization and notification of public services under the RTS Act, within the stipulated time period. He also directed the officers to send the Monthly Progress Report in respect of the applications received by the Designated Officer, to the Commission in the prescribed Performa.
 
Sh. Rajeev Verma said that delivering services under RTS within the prescribed time limits and without any hassle will enhance credibility of the government functioning. This will also fulfill the maximum expectations of the people with regard to rendering of services by the Government.

Amit Kumar, IAS, Commissioner, Municipal Corporation, Sh. Ajay Chagti, IAS, Secretary Health, Sh. Hari Kallikkat, IAS, Secretary I.T., Ms. Anuradha S. Chagti, CSS, Secretary, Social Welfare Department, Sh. Nishant Kumar Yadav, IAS, Deputy Commissioner, Ms. Kanwardeep Kaur, IPS, SSP and other senior officials of UT Chandigarh Administration.
