Rain continued to lash the entire Jammu division, barring Poonch and Rajouri districts, on Wednesday, even as authorities worked continuously to restore electricity, water supply and mobile services.

According to Divisional Commissioner, Jammu, Ramesh Kumar, the level of the river Tawi has receded, but the Chenab River continued to flow close to the danger mark.

Sharing an update on the current situation in the Jammu Division, which has witnessed one of the worst floods in recent years, Union Minister Jitendra Singh said on X that Prime Minister Narendra Modi was personally following up on the situation and receiving updates.

Telangana Chief Minister A. Revanth Reddy on Wednesday placed the entire state administration on high alert as heavy rain has been lashing parts of Telangana since Tuesday night, inundating low-lying areas and snapping road connectivity to several villages.

Rivulets, lakes and ponds were overflowing due to heavy downpour, flooding the roads and villages in low-lying areas.

Heavy to very heavy rains in Medak and Sangareddy districts resulted in inundation of residential areas in some pockets. Few roads were damaged, disrupting the vehicular traffic.

Water was flowing over the Narayankhed-Kangti road, bringing the traffic to a halt. A culvert was washed away near Lakshmapur village in Kamareddy district.

Following the Supreme Court's directive on stray dogs, the Rajasthan government has taken the "lead" in managing the animals more systematically.

The Department of Autonomous Governance has issued strict instructions to all municipal corporations, councils, and municipalities, making compliance with the Stray Animal Birth Control (ABC) Rules 2023 mandatory.

Under this, feeding points for dogs will now be marked in every ward and locality, with urban bodies directed to coordinate with resident welfare associations and animal welfare organisations.

Even in cases of rabies, arrangements for food and water will be ensured at these feeding spots.

Ravi Jain, Secretary, Local Self Government Department, said, "Rajasthan is the first state in the country to issue such comprehensive orders balancing public safety and animal welfare after the Supreme Court's decision."

Mobile internet, broadband services, and calling facilities remained disrupted across Jammu and Kashmir on Wednesday as heavy rainfall continued to batter the Union Territory, damaging optical fibre networks at several locations.

Jammu and Kashmir Chief Minister Omar Abdullah voiced concern over the widespread outage, describing the situation as reminiscent of earlier crises.

"Still struggling with almost nonexistent communication. There is a trickle of data flowing on Jio mobile, but no fixed line WiFi, no browsing, almost no apps, things like X open frustratingly slowly, and WhatsApp struggles with anything more than short text messages. Haven't felt this disconnected since the terrible days of 2014 & 2019," he posted on the social media platform X.

In a swift multi-agency operation led by the Jammu District Administration, over 3,500 residents have been evacuated to safety following incessant rains that caused flash floods and waterlogging across Jammu in J&K.

Teams from District Administration, J&K Police, NDRF, SDRF, Indian Army and local volunteers have been working on evacuation and relief in the worst-hit areas, while authorities are also focused on restoring critical infrastructure and essential services.

Immediate priority has been to move residents from vulnerable pockets to safer locations while ensuring food, clean water and medical care at temporary shelters, said officials.

In RS Pura, 85 people were shifted from Balool to secure sites and in Pargwal, 347 residents from Hamirpur Kona and Gujral village were relocated to Akhnoor and Jammu.

Heavy downpour on Tuesday disrupted mobile telephone and Internet services in the Kashmir Valley, while all major rivers in the Jammu division were flowing above the danger level, inundating many areas.

The sudden disruption of mobile telephone services and internet facilities by various service providers affected normal life in Kashmir, as heavy rain threw life out of gear completely in the Jammu division.

A bridge on the Jammu-Pathankot highway collapsed, forcing the closure of the highway as shooting stones blocked the Jammu-Srinagar highway.

Meanwhile, fresh snowfall on Zojila Pass has closed the Srinagar-Leh highway, while Sinthan Pass, connecting the Kashmir Valley with Kishtwar district and Razdan Pass leading to the Gurez border town, have also been closed.

The India Meteorological Department (IMD) on Tuesday forecast heavy rainfall across various parts of the state in the coming days following the formation of a fresh low-pressure area over the Bay of Bengal, off the Odisha coast.

As per reports, hundreds of villages in Baliapal, Bhograi, Basta, and Jaleswar blocks in Balasore district have been submerged due to the overflowing of the Subarnarekha River.

Similarly, around 45 villages in the Jajpur district were inundated by floodwaters from the Baitarani River.

Many residents of Bhandaripokhari and Dhamnagar blocks in the Bhadrak district are reeling under severe hardships due to the flood.

Monsoon runoff, coastal changes trigger bioluminescent red tides off Kerala: CMFRI

Continuous monsoon-driven river runoff, coupled with changing coastal conditions, has triggered the recent bioluminescent red tide event along Kerala’s coast, the ICAR–Central Marine Fisheries Research Institute (CMFRI) has pointed out.

A field survey by the CMFRI’s Marine Biodiversity and Environment Management Division (MBEMD) found that heavy inflows from rivers during the monsoon enriched coastal waters with nutrients, creating favourable conditions for the bloom of Noctiluca scintillans, a large bioluminescent dinoflagellate often linked to such phenomena.

The institute’s latest observations, made in mid-August aboard the research vessel Silver Pompano, documented the bloom up to 40 km off Kochi and at depths of 40 metres.

The India Meteorological Department (IMD) on Tuesday predicted heavy rain in Bhavnagar, Dahod, and Chhota Udepur districts in Gujarat, and issued a warning to fishermen, advising them not to venture into the sea until August 28.

The authorities have directed those already at sea to return and secure their boats at the nearest port with mandatory return entries.

Rainfall was reported in 152 talukas of Gujarat, though the showers have yet to bring substantial relief. The IMD has further predicted that heavy rain will continue across Gujarat for the next six days. Districts, including Banaskantha, Patan, Sabarkantha, Aravalli, Morbi, Kutch, Devbhoomi Dwarka, Jamnagar, Bhavnagar, Mehsana, Gandhinagar, and Ahmedabad, are likely to receive heavy downpours.
